so at some point they've used to include it:
https://launchpad.net/ubuntu/trusty/amd64/qtlocation5-private-dev

but now i can't find it with this in Ubuntu 16.04 and 17.04:
$ apt-cache search qtlocation

which means that we probably have to:
- download the exact headers from another distro e.g. fedora
- require root access to install the headers at the Qt headers folder
