It helps if you clarify your problem with the documention along the lines
of:
- I could not find the help in the documntation at all
- I tried what was in the documentation but It did not work and here is the
error I got...

To save at time T into file F:

sumo --save-state.times T --save-state.files F ...

To load that file
sumo --load-state F ....
