This is a misunderstanding. The transformation is maintained because the
network records the applied offset and uses it when converting between x,y
and lon,lat. (when writing fcd output and when using traci or sumolib to
convert coordinates).
You do not need to change a config file.
the below call should to the trick (by default offsets are maintained when
loading a .net.xml file but the below option forces shifting)
> netconvert -s old.net.xml -o new.net.xml --offset.disable-normalization
false
