You need to put rerouters on all edges where vehicles would otherwise end their route. Note that there is an alternative method for keeping a constant number of vehicles: http://sumo.dlr.de/wiki/FAQ#How_do_I_maintain_the_same_number_of_vehicles_in_the_net.3F
