The script that inserts a vehicle when another leaves the network is
LoadKeeper: https://wiki.inf.ufrgs.br/LoadKeeper. This page is in
portuguese but you can obtain a reasonable translation via google
translator. LoadKeeper is part of NetPopulate project, whose code is in:

If you have any problems using it or have any questions, please let me know.
