Hello, you have stumbled upon a bug: the magic filename component 'TIME' does not work on windows. You can either - avoid using TIME in your output-prefix - or switch to Linux - or use the latest development version (at least rev. 22002). see http://sumo.dlr.de/wiki/Downloads#SUMO_-_Latest_Development_Version
