Hi, in general I would consider this a bug. We have tests where this kind of overtaking works but your scenario might be different because the vehicle appears to be slightly on the junction and there might be unusual lane to lane connections as well. Can you send the scenario? (Since the list sometimes filters attachments it is probably the best to send it directly to me.)
