Hello, 1) define source and sink detectors at the border of your simulation area and hand-tune the flow values at these spots to match your expectations. By default vehicles depart at the start of an edge and arrive at the end their final edge so nothing will 'pop up'. Note, that dfrouter may fail to deliver good results in city networks. In that case you can use flowrouter.py instead: http://sumo.dlr.de/wiki/Tools/Detector#flowrouter.py
2) I'm not sure I've understood what you mean. If you see vehicles that are stopped because they are on the wrong lane, this should only happen if the previous edge in the route only connects to these "wrong" lanes and the edge is too jammed for lane-changing.
