I used xephem 3.2.3 to solve for when solar declination = 0.0 and got 2000 March 20 7:30:59 UTC. Xephem calculates that the declination of the moon at that time to be 2:50:47.5 (degrees:minutes:seconds).
If you would give me your latitude and longitude I can compute the azimuth of the moon at its rise and set for your location on that date.
