To convert a standalone server to failover group secondary server you
should
have to change the group signature and password to match with the
primary server
of the group.
One can use utgroupsig to change the group signature and utpw to change
the password.
However, you have to add the new server as a secondary on primary server
which
does give a brief outage for the working users as Craig mentioned.

Do you mean from a server that had utconfig ran and answered no to a
failover group? No.
If you mean not having to effect sessions on the primary, then sort of.
This is one of the reasons it is recommended having a stand-alone primary
so you won't affect any live users with add/deletes.
