Even though you ran 'utadm' and configured the 192.168.128.1 subnet
as a Sun Ray interconnect, the SRSS Auth Manager isn't willing to
allow Sun Rays to connect from that subnet.  Perhaps there's a problem
with the netmask for that subnet.  What does 'utadm -l' say?

As a workaround you could tell the Auth Manager to accept Sun Rays
from any subnet ('utadm -L on') but it'd be better to find out why it isn't
accepting connections from this interconnect.
