That means that it is now talking to the TFTP server, but can't find the firmware. utfwadm installs the firmware in /tftpboot, and there's no way to change that. Using -s will almost certainly cause it to fail. I would recommend snooping the wire on port 69 to see what happens when the Sun Ray tries to load firmware.
