I tried this.

The 2 cards worked properly when I alternated between them on the same
DTU. Each picked up the session from the other.

Then I left 1 going, and inserted the other in a different DTU. This
got me the "(64) Waiting For Access Icon". Specifically:

This is on Linux, and the one I left going (the second above) is
remote through the DTU VPN. The one with the icon happens to be local
to the server.

Yes, if you're willing to register your smartcards and use the
registered-card policy. See the utuser man page (and utpolicy).

Then you can use utuser -a -i to create the card bindings to specify
which cards should work together to obtain a session.
