Not sure if this helps think the issue is to install the pcsc layer first so the smartcard reader gets attached.

I have followed the instructions for SRS 5.3.1 to add the CCID handler v1.3 from the SRS 5.1.1. media pack and the Drivers for the smart card reader are installed on the 2008 Rs TS but the smart card reader is still not being passed through to the Windows TS session.
