First I assume you mean Outlook Express for email?  IE is the browser.

I have used OE for a long time and have been, despite the dislike for the
Gates Conglomerate.  It's still a good program.  I'm sure a lot of people
out there blindly knock it just because it's from the Gates Empire.

Anyway, the answer to your problem is indeed likely pretty simple, just
sometimes elusive. 

First what OS are you using?  I am going to assume you are pre X.

W/o knowing for sure, my guess is that you either imported twice, unless
every new incoming is showing up as double.  If not, and new emails are
doubles, then you probably have two Outlook Express Identities Folders.  One
in your Application Folder (or somewhere else) and one where you installed
the App yourself.  Make sure there also isn't an alias of your old email
cache folder hiding in your new folder.  You might also do a search for
'Identities' to make sure you only have ONE OE Application folder.

I once had the same situation and I'm pretty sure one of the above was the
reason.  It's been so long ago though I will have to think about it some
more just in case.
