You may have already tried this, but test it with no memory or PCI cards installed, make sure all the power supply connections are made, and then test it with an older slower CPU card such as a 120 MHz PPC604 or 150 MHz PPC604. The advantage of this is that even if the 3.3V supply (either from PS or connections on MB) is bad, it should still bong with one of these older CPU cards.

If you can it to bong then you can work forward from there.

If it still doesn't bong, make sure the speaker is working and connected properly :-).

BTW, if you don't have the venus board connected to the front Audio connector, the speaker won't work. More generally, if pins 1 & 3 and pins 2 & 4 of the six pin connector aren't shorted the speaker won't work. This is how the machine disables the internal speaker when something is plugged into the front jack. If the venus board isn't connected, it looks to the MB as if there's something plugged into the front audio jack.

If the speaker is connected properly, the PS is connected properly, you've tested the PS and the CPU card on other machines and they're good, then you might power up the machine (I assume it powers up even if the MB doesn't produce a bong) and then feel the major chips on the board to see if any feel excessively warm.

For example, one of the list members had a MB which somehow developed a short between the 5V and 3.3V supplies inside the PCI Bridge (PPB) chip (which is weird because the 3.3V supply should only reach that chip through the clock buffer). The PPB was getting really hot. Replacing the PPB fixed the board.

That should be a good start.
