On the USB port there is not even 5V so is cannot work. We have already upgraded to the latest firmeware (2011).

I think the interface board (10369) needs to be replaced.

You could still try:
1. Check the serial port output  if you have the cable.
2. Check if USB works - plug in some thumb drive and get the "dmesg" output.
3. Update the camera's firmware:
With the liveusb 
or without:
a. setup an nfs share.
b. copy firmware image files into /nfs/latest80/
c. go to http://cam-ip -> system preferences -> firmware -> check nfs -> validate... -> Reflash

What does "dmesg" display if you telnet to the camera? Please, send the output.
Also, what's the serial number? It's shown on the camera's front page.
