Try to run SM 'one time' as Administrator (right-click on his
desktop-icon).
I think SM installation file should attempt to install as administrator
thus forcing Windows to ask the question.

I logged in as Admin, on opening SeaMonkey I found there was no profile.
So I took the opportunity to create a new News Eternal, this worked
fine. I can take a hint so I logged back in as user then deleted News
Eternal and reinstated it. It is now working fine. Thanks for the
suggestions.
