It is not dependent on the message body encoding but on the encoding of the message headers. Message headers are not permitted to contain non-ASCII characters (when transported) so whenever a non-ASCII character needs to be encoded in a message header, it should be done according to RFC 2047. Outlook Express has a very annoying option - "Allow 8-bit characters in headers" where it includes the characters literally (matching the message body encoding) and not encoded according to RFC 2047. If that option is not checked OE correctly encodes the headers in compliance with RFC 2047. Advice OE users to have their configuration right. Another relevant and very important OE setting is to use "MIME" format for sending messages.
