No they are not. You still need to file a SeaMonkey specific bug:
Product: SeaMonkey
Component: Tabbed Browsing.

Please cite in your initial comment Bug 369440, Bug 195212, and Bug 330239.

By the way reading Bug 195212 Comments 69 and 70:

This bug is confusing to me and I am looking for clarification to verify.

The expected behavior after the fix is that the current tab is replaced
by the home page group leaving all other tabs alone regardless of the
setting of browser.tabs.loadFolderAndReplace ? So, the original report
where clicking Home multiple times in a row continually adds new pages
is now expected?

Right.

Trying to be clever about replacing is doomed to failure and strange
behaviour, and reusing the pref is weird. Having another hidden pref to
always replace as with bookmarks could be done as a followup.

So essentially there are just too many ways for things to go wrong if we
try doing this.
