It's a general change, done in line with Firefox (FF4 uses the same order).

Some like it, others don't.

Not without editing some source files.
I hope the hot keys are still the same. In 2.0.x in Windows and
Linux/Debian, I assigned ctrl and mouse left click to open tabs in the
background.
