It's one download for IE, one download/install for all other browsers --
except Chrome, which comes with Flash built-in so it doesn't need it.
But "alternative" Chromium builds, such as SRWare Iron, still need it.
So, two downloads at most... currently.

I say "currently" because 64-bit Flash is still in beta. Pretty soon
there might be as much as four downloads: IE Flash (x86), IE Flash
(x64), Other Brosers Flash (x86) and Other Browsers Flash (x64) --
unless Adobe chooses to consolidate the downloads, that is.

Of course, that's assuming that there will be 64-bit builds of other
browsers, too. Well, Firefox already has Linux and Mac x64 builds, and I
have read just today that they are working on Windows x64 builds too.
So, yeah...
