Not all SM profiles get or got that directory created by default. Considering how many times I've seen it spelled Chrome in help threads it made sense to mention it as a possibility, as it didn't register in my brain that you wrote you had another declaration that was working. :-p
Sometimes when something in userChrome.css doesn't work it's a theme-dependent problem. Are you using whatever theme is default on Mac? Have you taken a look to see how far your attempts get using Domi?
