I've never been able to get a Custom Filter of any kind to work in SM,
so I'm left wondering just what and how they are supposed to work...

Custom headers work OK here, I can add a header that is not in the
list (e.g. X-Spam-Status added by the spamfilter) and filter on it.

What I cannot get to work is filtering on the body text.

Just tried and it worked:

1) Created a test folder "Test" under Inbox;

2) Created a new filter that would move messages whose body contains the word "transparency" to "Test";

3) Ran the filter on my Inbox.

Two messages were moved. On examination, both met the criterion. I moved them back, deleted the filter, and deleted the empty test folder.

I can't say for sure that there were no other messages meeting the filter criterion, but at least for some, it did work.

I have dozens of other input filters that have worked well for years. Some move messages to certain folders, some mark as read, some move to Junk or Trash, some move from one account to another, etc. Since I routinely get 300-400 mail messages a day, I couldn't cope without this invaluable aid.
