This is an internal SeaMonkey display feature. For plain-text emails, its appearance on the recipients' machine will depend on their program and configuration. For HTML emails, you have complete freedom to specify color, shape, size, etc.

3) Create an HTML signature and attach it from a file(?). Sig
experts are better at explaining that than I am.

Create an HTML signature file, and note down its name and location. Go to Edit | Mail & Newsgroup Account Settings | and select the name of the account. On that pane, check the box "Attach the signature from a file instead:" and click the "Choose:" button. Navigate to the saved signature file, select it, and OK out.

To be sure that you always use HTML for that account, go to Edit | Mail & Newsgroup Account Settings | Composition & Addressing and check the box, "Compose messages in HTML format."
