Not sure about your settings (it's at least created by default I think),
but the location is something like this on Win7:

C:\Users\<Windows user
name>\AppData\Local\Mozilla\SeaMonkey\Profiles\<profile name>

In the past the file used to reside directly in the profile folder, but
at some point in time the distinction between local and roaming profile
data was introduced (either by Mozilla, Windows, or both).

Not there.

What I meant by "the root of my profile directory" is:
C:\Users\<Windows user
name>\AppData\Roaming\Mozilla\SeaMonkey\Profiles\<profile name>
It's not there, either.

I do not have a xul.mfasl in my default profile, because
nglayout.debug.disable_xul_cache is set to true there. You may check
your setting for this pref.

No such pref in my about:config (Win7 Pro SP1 64-bit system), nothing even close. Only six keys even mention "xul":

accessibility.tabfocus_applies_to_xul
browser.chromeURL
browser.hiddenWindowChromeURL
browser.xul.error_pages.enabled
browser.xul.error_pages.expert_bad_cert
mailnews.account_central_page.url

Of these, browser.chromeURL, browser.hiddenWindowChromeURL, and mailnews.account_central_page.url contain the string "xul" only in their values, not in their names.

There are other occurrences of XUL.mfasl on my machine, though.

/home/hafi/.mozilla/seamonkey/1gsr3s6p.tst4/XUL.mfasl

No counterparts to these Linux files on my system.

Evidently it's not created by default; I know I haven't purposely deleted it.
