Today (10 Jan 2015) I updated to SeaMonkey 2.31, but it is still unable to
restore its own json bookmarks. Why does this menu choice exist at all? Why
isn't it mentioned in the bug list? Is it only a personal issue for me?

It's not a "personal issue for me", it is a known problem, and, as you
suggest, why the option is available when it doesn't work is a mystery!!
