I don't see any reason why it wouldn't. Despite changes in UI, it's not really more than yet another incremental update: Vista -> Win 7 -> Win 8 -> Win 8.1 -> Win 10.
I have Win 10 running in a VM, and I haven't tried Seamonkey there, but I haven't had any problems with Firefox.
