I had the same problem upgrading 2.33.1 Win7 machines last week. In the past, the update check, with my approval, used to automatically download and install the latest version and ask me to restart the program, without ever taking me to a website. Since both my computers had the problem, I simply went to the SeaMonkey website, downloaded the 30 MB installer, and installed it manually.

But I'd like to know what's going on, too. I've never seen this before. I sure hope SeaMonkey isn't blocking its own updater...
