Try searching for "throbber" on Bugzilla. That's what the moving icon is
called.

To clarify, I'm not referring to the Seamonkey throbber (green? progress
bar - I'm somewhat red-green colour blind). It's the Windows 10 display
when the mouse hovers over the seamonkey icon on the task bar that is
not updated.

on a notebook running windows 10 Pro Version 1511 Build 10586.545 (i.e.
the pre anniversary release),
I did not reset the profile and this is working fine.
So it's as though Win 1607 is not recognising SM 2.48 telling it what
the page looks like so the Windows hover can display the image - though
why that should change beats me since the same version works on Win 1511.
Unfortunately I can't upgrade the notebook to Win 1607 - it hangs when
rebooting after the install. Power cycling takes it back to Win1511
whence it provides a cryptic error message which indicates driver
issues. Boo hiss. Makes it difficult to confirm that the Win upgrade
causes the problem.
I'll try the latest 32 bit nightly on Win 1607 and raise a bug if it fails.
