Not the same thing.

Checking for updates and notifying the user doesn't install anything.

If you want to disable automatic updating, the box to uncheck is "Automatically download and install the update."

I concur that wel-behaved installers should check system requirements, compatibility, etc. before running. In the real world, developers can't think of everything. And the older the user's HW and SW, the more initiative he/she should take in this area.
