That button is supposed to initiate a filemaker script in the names file called "552 (r) - Go to Setup" (without the quote marks). It apparently isn't doing that or that script is missing. You should first check to see if that script exists. In any case, you'll need to be using your copy of ebase with Filemaker (the "customized" version) in order to work on this.
First, make a fresh backup of the entire database. Now, open ebase and from the Home screen, go to the gray menu items at the top of the screen and select the Script menu and Scriptmaker item. Scroll down the list and make sure the above script exists in the list. If so, exit the Scriptmaker. If not, you'll need to send a new message to the list asking for more help. If that script exists, go to the Admin Screen 2, switch to layout mode, double click the button for the setup wizard, and make sure it calls that script. In the dialog box that pops up when you double click, select the above script from the "specify" list. Once you do this, go back to Browse mode and try the button - it should work. If not, get back to the list. Lastly, many ISPs limit the amount of emails you can send as a protection against spam, so check with them to find out if they have any such restrictions.
