Saidy,
1. This is covered extensively in the documentation. Add an additional
network card, which can become LAN2 (or whatever you want to call it)
and remove the default deny rule on that interface.
2. This is not provided within pfSense. If all you want is to regulate
web surfing, you could accomplish this with Squid ACLs, but I'd
encourage you to read the squid documentation before attempting this.
