This reminds me: Windows 95 seems to have a limit which do not let
it exploit more then 32MB of actuall RAM. Once this limit is reached,
off we go to Virtual memory. So what if you got 64MB RAM?

A friend of mine, which has alot more then 32MB RAM, discovered this
while checking Windows 95 with one of the system-check tools you
get with Office 97. For some reason, I got a feeling he is correct.
