Yes, I think it would be possible to set up a Cybercafe using
SLIP (or PLIP). But this will be limited by the number of serial
(or parallel) ports you have on your gateway computer.
I currently have two serial ports and two parallel ports on my
486, so I suppose it could service two SLIP clients and two PLIP
clients. I'd put DOS Arachne (network option) on the four clients
and Linux on the gateway. You could also run Netscape or Lynx
on the gateway if you wanted.

I've got a working setup with two Arachne clients using my 486
as gateway. I also have Netscape 3.04 (Linux) running on the
486. All three computers happily browse the net simultaneously.
However, my network is coax ethernet. I've haven't tried this
with PLIP or SLIP. I've never seen a second-hand PLIP/SLIP
cable for sale here, and new ones cost $15. It's much cheaper
to get second-hand coax ethernet -- lots of places are throwing
it out as they upgrade to UTP. I got enough cards/cables for
a six-computer network for $20.
Still, I see no problem running your Cybercafe on PLIP/SLIP.
On the client side you install the PLIP/SLIP packetdriver instead
of NE2000 (or whatever). The rest of the Arachne setup is then
exactly the same. On the gateway side, you configure Linux for
PLIP/SLIP and then the rest of the setup should be the same
