You need a LED a 330 ohm resistor and a 7400 chip and of course a bit of wire.

Since you  have not a multimeter and or a logic probe your ICQ is not so usefull,
sorry.

IRQ line 3 and 4 are located on B25 B24 ISA BUS connector, that is:

a=B31 line
b=B30 line
etc..

Follow B24 and B25 wire will tell you what is the IRQ jumper selector. I hope I/O
jumper setting is near this one.

OR

Use the following algoritm:

0) WRITE DOWN JUMPER CONFIG.
1) REMOVE ALL CONTROLLER'S JUMPERS.
STEP WHAT FOLLOW NOW CAN BE APPLIED ALSO ON A POWERED COMPUTER, IF YOU ARE NOT SURE
ABOUT WHAT YOU ARE DOING TURN OFF IT. SHORTS CAN DAMAGE CONTROLLER CARD AND
COMPUTER PARTS.
2) INSERT A JUMPER
3) CONTROLL IF YOUR MODEM IS DETECTED CORRECTLY
4) IF YES GO TO STEP 2
5) OTHERWISE LET THIS JUMPER POSITION EMPTY THEN RESTART FROM STEP 2.
