Well, finally got the specs on the controller card and by jeezus, got those jumpers set. What's more, we upped the RAM and HDD space and reinstalled with w95 so I could actually see what was going on in device manager. I've come to the conclusion that all my junky old modems are fubar, considering the poor handling they've suffered, it seems a reasonable assumption. (I know, I should set up a whole other system just to test them, but I'm out of room!) I've set jumpers every which way and even loose, and still no go. Researched cards till my fingers are sore and my eyes are buzzing, still, can't get it working. Am now hunting a replacement we can afford. On the other front, new cables have arrived for the main system, the one with funky serial ports, and I'll be trying new cables to see if I can get a serial port working, after which I may be able to use my external modem.
