The time drift is just the drift diference that was found when you clock
was last sync'd. This is created by xntpd, and it changes from one
invocation of ntp to the next. Not to worry about that...

The files can be your regular root:root ownership with a permission of 660.

As long as your TZ values is set correctly (and it should be because that
is part of the SuSE setup), then the conversion is made for you
automatically.
