I had to create /etc/nsswitch (it only contains the line "hosts: files dns")
before my nameserver would even attempt to work. Also had to set up my local
ip as the first search name/address via yast to keep diald from dialing out
everytime win95 did a nslookup. (That creates another problem, it seems that
for now, even though the "ip forwarding" is enabled with an address pointing to
my isp's nameserver(s), nslookup doesn't seem to want to go beyond the local
nameserver).

At any rate, once the changes made to your nameserver files are complete,
nfs restart (or reset) should cause nfsd to reread the configuration:-)
