[SuSE Linux] Yast and printing under 2.2.x.

I've had a lengthy ordeal with configuring printing under 2.2.1,
including the error message:

lpr: connect: Connection refused
jobs queued, but cannot start daemon

Finally, I've narrowed down the root of this problem: 

When I call yast to configure printcap under 2.2.1, it sets up the
permissions correctly for root, and I'm able to print as superuser.

However, it doesn't enable the correct permissions for the other single
user (I'm at a standalone box right now).

I've only seen this behavior under 2.2.1.

Questions:

-What permissions need to be set? 

-Has anybody else experienced this problem?
