Anyone that can build from sources should be able to roll RPMS. It's the
same process with a few additional steps added. On days when I have the
patience I prefer making RPMS and SRPMS from sources anyway cause in the
long run it makes for a more homogenous system, and it makes things easy
to clean up. The only reason I don't just build all my source packages
from RPMS is because I do tend to play with developers code a lot and it
would get tedious when you are upgrading every other day to deal with that
'extra couple of steps'. Also, if you look at many source packages
now--many of them come with a configure script AND a spec file already
and all you'd have to do is edit it to make sure it looks palatable for
how you want to program and docs installed on your system.
I think the average linux user of average ability--if they are willing to
RTFM could learn how to roll an RPM successfully on the first try in about
an hour or so. Maybe less.
