Steve wind generators and or solar cells are sufficient to free the hydrogen 
in even the most brackish water (ocean water). If you wish to get some idea 
of how much hydrogen you can generate try using any solar cell with two test 
tubes inverted over electrodes one tube will have very pure oxygen (not 
explosive) in it the other is hydrogen (very explosive handle with care). Set 
a line on your water container i.e. rubber band where you start set the 
container where the water won't evaporate readily then hook up your cell and 
set the cell in intense sun light. By watching the water level in the 
container you can determine how fast you are making hydrogen. As I recall an 
old 7th grade science lab used a 1 1/2 volt cell and there was enough 
hydrogen in 45 min to generate a loud pop and very visible flash when we held 
a wooden match to the end of the test tube. DC voltages are easier to 
generate than AC especially using solar cells just plain day light will do it 
just take longer. If you need a formula then start with lumens per sq. ft on 
the surface of the cell. The best system would employ a parabolic reflector 
to increase the lumens per foot on the cell. 

Steve be aware (other than nuclear power) there is more energy per pound in 
hydrogen that any other element so it doesn't take much to do a lot of work.

Hello,
   I am aware that hydrogen combines with oxygen
to make water and give off some electricity but
where does all this hydrogen come from that we
plan to use?  I know there is alot out there but
it is mostly bound up in water or some other
chemical isn't it?  It takes energy to free this
hydrogen.  How much energy does it take and where
is this energy going to come from?  Will fuel
cells really save any greenhouse gases or will a
bunch of coal need to be burned to free up the
hydrogen?
