Laboratories such as INEEL usually develop industrial processes, obtain a patent for the process, then sell it to the highest bidder for continued funding of the laboratory. In this case, I would bet that the purchaser was one of the seven sisters, who promptly buried the book as deep as they could, in order to protect their established petroleum-based business.
