in the US just stop by a truck stop or book store and purchase a commerical edition of the Rand McNally atlas. It will list the particulars about road use taxes for all of the states including Alaska and Hawaii. It also has a quick reference listing of the rules and regulations of commerical vehicle operation in the various states.
