After midnight September 30, 1997, anyone not obeying the following laws will be guilty of a felony and WILL receive jail time in a Federal Penitentiary. As of October 1, 1997: all cameras will be required to bear a serial number. You may not sell ANY camera at a profit, unless Federally licensed to do so. If you wish to purchase a camera from a Federally licensed dealer, you must fill out Form 4473(camera) listing your name, address, the camera's serial number. Anyone with a criminal or domestic violence background or mental disease will not be allowed to purchase or possess a camera. A background check on each person wishing to purchase a camera must be performed by the local law enforcement agency. The buyer must wait five days to take possession of this camera. If you want a camera with fully automatic film feed, you must: pay a $200.00 federal tax be photographed and fingerprinte wait an undefined period of time for Federal Government approval. please note: you may be required to obtain a signature from your local Police Chief or Sheriff, stating you may own a particular camera. Non-Compliance with this particular section will result in a $10,000 fine and 10 years in prison. It is hereby a felony for anyone to buy or sell cameras manufactured after September 30, 1997 which: accept "high capacity film feeding devices" capable of holding more than ten frames of film, have screw or bayonet lens mount, have a pistol grip allowing high speed single handed operation, have a lens with greater than 50 mm objective length, commonly referred to as "long range, telescopic Assault Lenses". The individual states may restrict citizens to one camera purchase per month, and ban existing cameras capable of holding film cartridges of greater than ten frame capacity. Individual states may also make it illegal for you to carry your camera outside of your home, unless you take special camera handling courses. Finally, many cities and states are enacting laws banning the sale or possession of inexpensive plastic pocket cameras, commonly known as "throwaway specials".
