 As I understand it there's a monetary value to those credits. 
 I pay you for doing the right thing because I didn't or pay
 a larger fine.  Your customers are happy and mine aren't due
 increased costs.  You reinvest and I jump through hoops -or-
 sell out at a possible loss increasing your worth and
 competitive edge.
