Not at all just according to Steve (though you'd be quite safe in 
taking Steve's word for it). It's according to a great many people, 
backed by what now amounts to a vast amount of research, worldwide, 
plus long-term on- and off-road testing of all types. It's accepted, 
not controversial.

In the US, no, everywhere else, yes, but not only because of biodiesel.

fraught with political problems.
