If trees seems to be strong and other like citrus are healthy, I don´t think is an infection problem. In fact when trees are infected fruit production is higher than usual, since it is a way to use chitin and chitosan to cheat the trees to yield more. I sustain that your problem is a temperature problem, you need something like 300 hours of cold weather or so for plums.
