What I think we should do is facilitate siting. Make it easy and the 
funding will follow. Think like a developer. What are the hurdles in your 
town if you wanted to locate wind turbines there? Where are the best sites? 
Would the neighborhood support placement there? How can peoples' fears be 
addressed and laws written to address their concerns and simultaneously 
make it easier for investors to put up the turbines? Are the 
decision-makers in your town talking about and addressing this? If not, why 
not? Call them and ask them to. Volunteer to help. Nothing impresses a 
politician like a willingness to help tackle the issue. And, to reiterate, 
I think structuring development so everyone in the impacted area benefits 
financially would help sell wind.
