As George points out, zoning ordinances are structured to prohibit all that is not specifically permitted, so if it isn't covered, it isn't allowed. We in Danby have taken the first step toward allowing them by including them as a desirable use in our Comprehensive Plan, but so far have done little to revise the ordinances to include them. Public pressure and interest, in Danby as everywhere else, would certainly help nudge things along.
